Yes - VLN cigs are essentially a 'scaffold' in education lingo... it can be the first scaffold when attempting to quit, as it still involves smoking a cig... as one author in an article noted, the motivation to choose VLN over not may be a challenge... hence the need for NPRM...

But like you say - for those with will power to choose Chantix, gums, vapes, why not combine for a short time with VLN?
