“I don’t know if having both [traditional and reduced nicotine] cigarettes available at the same time would really help,” says Karelitz. “Smokers really need to be internally motivated to seek out these [low-nicotine] cigarettes and continue using them despite probably not liking them as much as their own brand.” Mandating all cigarettes to have a lower nicotine content could help wean American smokers off of their habit, he argues.
