I agree with you Steady_T. Given the context and the preceding statement/sentence from Missling, it sounds more like other countries/regions/territories of the world (even though “territory” is an usage for regions within Australia). For reference to the context and the statement...I am reposting the following from earlier post (which is taken from the CC)
