I'm able to place an order for IHGP through TOS, no problem. In my experience, when some folk can buy something but others cannot, it's always been Advanced Features that was the difference.

I'll bet you have Advanced Features turned on with TDA. If you call them up and have it removed I'll bet that you are then able to buy IHGP.

No, I have no idea why that makes the difference, but it does.
