Even if the demand for V would support $3B in 2020, there's no way the API suppliers can triple capacity that fast - JT has said they can currently support $1B in annual sales. Nissui has a plant ready to go when/if they get a contract (need FDA inspection first), but when I ran the numbers that new capacity wouldn't support more than something like $100M - $150M in sales.
