Christmas is on a Wednesday. Generally govvies get cut loose at half-day on 12/24...unless the President should 'gift' the entire day to us. Most of DC will be empty on 12/26 and 12/27. Those who are on alternative work schedules usually take Fridays or Mondays as their day off which will really short staff the FDA because on top of those on alternative work schedules... FDA employees have use or lose leave - so they have to burn it by the end of the first week of January or they lose their leave. Then you have the master calendar manipulators like myself who know where the 'holes' are to maximize the time out of the office.

Forgot to mention those FDA employees who are retiring by 12/31 - because the last day of the year is probably the most popular date to retire....and they are certainly not going to spend their last week working the days adjacent to Christmas and New Years.

I say no later than Saturday December 21st. At the very latest 12/23.
