What justifies this Company's $17.9M market cap if it's unable to furnish timely financials and disclosures?

I've seen this AWSL "movie" SEVERAL TIMES BEFORE! It's like watching a major accident happen in S-L-O-W M-O-T-I-O-N! I just find myself unable to look away!
