I think all the above in red is incorrect.
I do not believe LP nor anyone else at NWBO made any statement that any of the 4 RAs would need to "approve" the SAP.
Instead, NWBO felt it would be wise to allow the RAs to take a look at the draft SAP, and be able to provide any comments, if desired, in regards to the draft SAP.
If no comments are received from any of the SAPs after a (relatively) short period of time, then I get the impression that NWBO would move along to produce a Final SAP, even without RA input.
NWBO was just hoping that the RAs might "buy-in" to their draft SAP and the data analysis concepts put forth therein. IMO.
