Completely agree but it seems to be tolerated.

So who is buying these shares. You, me, and other longs and these shares won't go anywhere anytime soon. Furthermore, these shares might be naked shorted, but they show up on my account with no tag. I don't really care if they have been naked, shorted, or even virus contaminated. On my account, they are nice and shiny.

So can be done to reverse that situation?

HALT the stock and count the shares. I bet now we are at 300,000,000 O/S with 100,000,000 A/S.

So hard to watch that non-stop massacre.
