That is probably the sponsoring market maker after Dickinson acquired the shell and went through the necessaries. There probably was an actual phone conversation whereby the market maker rep explained to him the mechanics of trading OTC issues. So then he figures, wrongly of course, that market making firms are keeping the price from soaring past the moon, sun and the stars because they have this huge naked short interest.

To publicly state this to shareholders raises an immediate red flag.
