I'd disagree that it's disingenuous of me to list that as a positive, basically, when it is a positive. NWBO's timing was unable to keep up with their schedule. It's entirely possible that when the schedule was initiated in the summer of 2016, the hope had been that the blinded data would show they could stop the trial sometime in 2017. When it was determined that the data did not reflect it was time to end the trial, they decided instead to publish the blinded data in a journal, and wait, yet again, for the next set of data... that from October 31, 2018. That was the data LL presented at SNO.

In the meantime, NICE has suspended the process, until such time as it is time to pick it back up again.

Therefore, we are suspending the appraisal while we hold further discussions with the company. We will provide a further update and rescheduled timelines in due course.

I mean this nicely, I don't think you are aware of how very unusual this is. I am, because I researched and commented on it very thoroughly; and that research is available in the bowels of the thousands of i-hub posts.
