Because it is fiction.

The facts are in the SEC filings:

Immediately after the Reverse Stock Split is effective, amend our Articles to decrease the number of authorized shares of Common Stock from 6,000,000,000 to 3,000,000,000 (the “Authorized Share Decrease”
