At this point in time, it is hard to tell if a Democratic President would be able to stop the Pebble mine.

Pebble Draft Environmental Impact Statement (DEIS) has been completed.

Final Environmental Impact Statement (EIS):
United States Army Corps of Engineers (USACE) will assess all public comments submitted on the Draft EIS, and incorporate changes into the Final EIS before release in early 2020.

Record of Decision:
Estimated Mid 2020
The Record of Decision will lay out USACE’s decision on the application submitted by the Applicant. Three decisions are possible: issue a permit, issue a permit with conditions, or denial of the application.

If a permit is issued, other Alaska regulation agencies may still need to issue a permit, but according to historical policies, all state agencies have given their permission, once the USACE has given it's OK.
But anti-Pebble forces may be able to get some regulators to deny the Pebble mine, and that would require that they be taken to court.

The announcement of the Pebble mine construction initiation may be announced prior to the November Presidential election.

If so, local residents may have already been hired at salaries above all local, and even, state wide salaries. The average pay will be over $100,000 a year.

Even a Democratic President might have difficulty stopping the Pebble project if that happens.

But the Democrats are already trying.

House Votes to Suspend Pebble Mine Funding

An appropriations Amendment Would Suspend Pebble Permitting Funding for FY 2020.

The U.S. House of Representatives, with the assistance of Rep. Huffman in writing the amendment, has passed an appropriations package, with an amendment to bar funding for the Pebble Mine permitting process.

Democratic Representative, Jared Huffman, an environmental lawyer was employed by the National Resources Defense Council for six years. The NRDC is one of the most well-funded of the anti-Pebble environmental groups in the country and raises significant cash from donations through fighting the Pebble Project.

The U.S. House of Representatives stated:

The Army Corps published a wholly inadequate draft environmental impact statement

The current permitting process is fundamentally flawed.
Rep. Huffman’s amendment denies the Army Corps from issuing a final EIS for the project for one year.

Rep. Huffman’s amendment does not end the Pebble Mine’s federal permitting process. Instead, it allows for a more reasonable time frame driven by facts, not political and financial agendas.

This might be challenged in the courts.

If Trump loses, it might be a good idea to sell NAK. If he wins, it might be a good idea to load up on NAK.
