I am sure it's not. They will do whatever helps to sell shares when the dump begins. If actually drilling helps, they might actually drill. It all boils down to selling the story.

I have seen "mining" companies buy heavy equipment, build shops and warehouses, and move a whole lot of dirt around. Yet never produce an ounce of gold. Spend a million bucks to make $5 million? Sure.
