DEF14 with reduced ratio filed within 10 days

Based on history, I expect that LIBE/NGen will file the DEF 14 announcing the final reverse-split ratio -- or perhaps a ratio range -- within the next 10 days.

In addition, since I believe that LIBE's older convertible debt is being converted now, I think that it's likely that the ratio range in the DEF 14 will be lower than the current 1:2,000 ratio in order to spur buying of the dilutive shares.
