IMO, The Money Comes Before,

B. Rosen can file to Close the Cases because the GSA must be completed with "the Final Payment" for "WMB and it's assets" before the BK closing process can begin. The FDIC needs to receive the Title to "WMB and it's assets" which is also part of the Completion of the GSA to fulfill the Plan.

If B. Rosen is shooting for filing the Motion to Close the Cases around October 31st. Well then, before that the Money moves to us.

Yes, this has to end sometime...
