Theoretically, there is nothing that would prevent insiders buying ATM shares issued through Jeffries as long as they were not in a quiet period related to earnings.

I think that is unlikely. Since it is at-the-market, why not just buy in the market (again subject to quiet period rules)?

I don't see any reason to create conspiracy theories when the ATM is really simple and straightforward.

If I could afford to buy all of them, I would not need to buy any of them and I sure wouldn't be spending time on the message boards!
