I'd say Peralta is our key for getting WiMAX licensing in Mexico:
Number portability expected by May 2007
14 September 2006
The introduction of fixed and mobile number portability in Mexico is likely to be delayed until May 2007, according to BNamericas quoting José Luis Peralta, a board member of the telecoms regulator Cofetel. Cofetel had originally hoped to introduce the service in October 2006, but Peralta warned that technical and legal challenges are delaying implementation. Cofetel has a large backlog of tasks after its activities were interrupted in April by the mass resignation of a number of its board members and the regulator only published its proposed portability regulations on 1 September. Operators and the public have until 29 September to submit feedback on the proposals before Cofetel issues its final rulings. The obligation for operators to accept number portability was originally written into the general telecoms law of 1995.
