It is not a matter of waiting for a buyback. They are not profitable, so there is no money to buy shares with. And if and when they do decide to do a buyback, there will be a significant SEC filing explaining exactly how many shares will be bought back, and at what price, and several other terms.
I would look for profit in the quarterlies before even thinking that they might reduce the OS that way. But of course, an RS is already approved.
