I believe a R/S is only needed by a company as SP goes into pennies or sub pennies to make sure investors don't go into shares that are trading at that price level with 25-30 mill shares that would cripple a company if several stock holders cashed in at one time at that price. When your stock has fallen into the trips.....and then you talk about a R/S........you won't have any of the same investors wanting to ride that boat again anyway, and they'll have to scout out new investors who know nothing about the company
