Of course it will encourage further over trading. Does it mean there has been a decrease in new accounts in the past few years, and the lure of zero commission will encourage more new accounts?

The Nasdaq's third tier, the AMEX can be just as bad, and last but not least, the OTC, it seems, are financial venues that reward failure.
