That bill is NOT going to pass the senate. It will NOT happen now. Too much going on behind the cameras, doors. Too many heavy and dip powerful individuals with interest in this that could potentially lose money with legislation. Don't forget pharmaceutical. For this to pass, everyone mentioned above must be happy and that my friends, is difficult to happen. If you do not believe me, check the 6 years been passing by, failures after failure attempts to make it happen. Only reason it got this far, this time, is because of the banks situation and the safety of the businesses dealing with cash from profit. Keep dreaming folks, I am keeping my eyes open, this will continues going down and I will be at the bottom of the lake waiting for it.
