The lending safe harbor, IMO, will be huge and open up debt for companies like CW. Investors, rightly (hello ACB), fear dilution and the Act, in its current form, would mitigate that concern to an extent. Hopefully, Mitch & Co., when it comes time for a Senate vote, use the Act as a bipartisan mannequin to put in the shop window to boost Congressional favorably ratings...into the 20's.
