Can a shareholder tell the Transfer Agent not to release any share information if they own 51%?

Okay so when you say release it to whom are they releasing it too? There are NOBO lists (No Objection Lists) whereby a shareholder can request not to be added to those lists. Most people are unaware of them. The people who receive these shareholder/nobo lists will not be able to see the people that requested not to be added. If its a reporting company then it must be reported in the filing. People have gotten around this by controlling shares and housing them in different entities but its not a smart idea if your trying to circumvent reporting obligations.

Can a shareholder claim 51% ownership based on a three year old filing?
Since the filing, where there more shares issued and if thats the case how can one claim 51 percent ownership..Was the capital structure changed since the 3 year filing?
