It is both, Saleen lacks filings and is not current, so take your pick, no SEC approval and no way FINRA would approve nor have they.

The Notice looks like this from their 2014 registration:

So you are correct there is no Notice for this current registration, there are no further filings, they stopped filing all together, they are not current there fore there is zero chance of trading again. Enjoy!
