Why wouldn't they if they have a company that's going to be in a sector that is in demand and the gov't is heavily supporting that sector? Quite logical in real life situation.

Most companies of merit do lobby.

Don't you think Joe Manchin would like CareClix in his state? Many of the poor there don't have access to med care.
