Except instead of buying a ticker, he researches and finds a dormant company that has minimal or no debt and a good share structure, then buys shares so he has a vested interest, gains legal control of the ticker, revives it, and sells it. A reverse merger into a ticker is much cheaper for a private company that wants to take their company public than it is for them to go the IPO route.
