Here is my take on the strategy.

Justin probably got all his hedge fund clients and partners to buy everything they could this morning. Over a million shares locked up. This way, flippers are locked out for good. Those shares won't be for sale now and much less volatility going forward.

Now he'll release the fireworks and PR's and there will be sellers regret all over the market.
