I haven’t found it yet...

They are selling more equity to stay afloat. Prefs and warrants that will undercut the existing warrants.

He is simply mortgaging the future share price to pay for the losses they have now.

I could see if this all led to some meaningful increase in revenue...but it didn’t...that surprises me.
