There is no such thing as "accepted", if it is submitted it goes through a review and ends up with a "no comment review". There are two reviewers, last I knew and B/Ds have to not only fill out the Form but provide support, just like an audit. And if the reviewers find support is lacking, they will call, and call and call, and not tomorrow, but nine days later. After they are satisfied, they sent it to a supervisory committee, which they can kick it back, and then request additional support and call 9 days later, and it your accountant and attorney 9 days to send it to the B/D, wash rinse and repeat.
You gotta be on your tippy toes to get this fast tract.
Whomever was rattling that this can be done in 3 days and has been doing this for 20 years is a clown. I highly doubt he/she has ever been to the listing committee at the NYSE, NASDAQ, nor the AMEX. Prolly never even walked by the old AMEX building ever which was at Trinity and Rector behind Trinity Church. Always said hello to Alexander Hamilton in the cemetery while walking up the slope from the R train on Rector.
