To lessen the ill effects of a R/S such as 25000 to one is it legal to make a public offering of "D" preferred shares for large lots of common shares so as to reduce the O/S and give shareholders a preferred share than has more value than a common share ?

We all want to improve the share price of LIBE and try to make all common shareholders whole again correct ?
