Ok I'll try to explain better.

Insiders buyers bought shares since the beginning right?

Can we say shares has been diluted lately?
I would answer yes.

When they offer as for example, private shares, "insider buyers" probably expected shares might value less (dilution) but they bought shares even if dilution might happens. They did not wait to buy waiting for major dilution as you say.

Hopefully my explainations are more clear.
