August 2019 the new tenant will take over - TRTC.

Link to Sacramento construction permits -https://www.google.com/url?sa=t&rct=j&q=&esrc=s&source=web&cd=17&ved=2ahUKEwjhr-zxu8jjAhVyT98KHSfxB0c4ChAWMAZ6BAgHEAI&url=https%3A%2F%2Fwww.cityofsacramento.org%2F-%2Fmedia%2FCorporate%2FFiles%2FCDD%2FResources%2FIssued-Permits%2F2018-Issued-Permits%2FEXCELIssued_12-15-18.xls%3Fla%3Den&usg=AOvVaw3lj37xjzDACLbIoQo9jvBj

Apparently the City knew it was for cannibis. According to what I see it won't be TRTC's until August. Looking for previous owner. Supposedly a Cannabis grow operation legal? illegal? Who knows.

I'm guessing legal since the city approved a cannibis grow operation in that building according to the city.

Looks like a lot of work was done or is being done.
