Back in the 70's and 80's, the environmentalists focused on the more general concept of just cleaning up "pollution". I don't think anyone can argue against keeping toxic shit away from where you live and eat.

Now, there is an overlap between that pure intention and the ability to use carbon in high technology and energy storage and production. So, the powers that be have tried to rally the world into creating a system that focuses on carbon capture, control, and usage. Climate change or not, the fact that carbon is a burgeoning commodity can't be ignored. Hemp will be a necessary part of that upcoming system.
