And now possibly people will have to register to use the site.

Huh? Where do you see that? I see it nowhere. All the message at the homepage says is that they're transitioning to a new system for submitting and processing filings, and hope to debut it on 22 July.

Between the 12th and the 22nd, new filings won't be processed.

I see nothing to be alarmed about, unless the site gets glitchy.
