I am thinking of oil importing countries that can afford their own navies.

RE "great game" geopolitics. I think the books that refers to it would be Daniel Yergin's "The Prize" or the "New Great Game" written about Caspian resources. Lots of assets that would be worth fighting for if not of the rapid drop in renewable energy costs. The game is in the process flipped where exporters will have to fight for market share and protect exports compared to years past where the onus was on importers and end users.
