The settlement time is the same for cash and margin accounts. It is possible, for some stocks, at least, to trade "flat" - settlement on the same day - for an appropriate extra fee.
My experience with spin-offs has been that the basis of the original stock is reduced and the spin-off gets that share. The company has always sent me the new values, expressed as a percentage of my original purchase price. The ex-dividend date has always been the determinant. I've gotten the distribution long after my sale date on a couple of occasions.
Doesn't mean that's the way it'll happen, just my experience.
