I was just correcting your statement, in which you suggest that the DOD may have (had) something related to this certing, and that Wave had nothing to do with it.

You posted:

"Please note, that it does not say Wave certified ETS, it just says that ETS has been certified. If HP did not do the testing itself, then a third party certified ETS. That third party could very well be DOD."

The title of this PR is:

"Wave Systems Certifies EMBASSY® Trust Suite for HP Business Computers"

As can be clearly seen, Wave DID cert ETS...
