This description sounds a lot like how I understand it... basically that the soft lock marks the point where all the data to be used is locked in.

That's confusing here is that queries being resolved also form that database. Bosch stated at ASCO that there were still queries to be resolved, and that presumes that there were queries to be resolved dating back to when the soft data lock began. I'm thinking that section is not quite correct from this explanation.
