This stock doesn’t make any sense...

Taken from DEF14A back in 2016:

This would effectively bring our shares outstanding down from 225,084,066 to 22,508,406 and bring our pre-trading sale price up from $0.85 per share to $8.50 per share.

How could 8M shares bring the stock price down from $8.50 to sub penny level? Considering that we have more revenues and assets than what we had back in 2016. This does not make any sense to me. Don’t tell me it’s convertible debt. Only 8M shares was diluted.
