That’s partially correct. I have a business license I use mainly so I can buy wholesale and I have very little in sales. I have to file monthly in my state. If I miss a couple months, even though I have had no sales the state sends me a bill for an estimated tax based on the average sales for my SIC code assigned to my business. I have had bills as high as $10,000.00 with no sales. It will be that way until I file my forms showing no income. ONCI was the same, until they filed there tax forms for those years the state estimates what they think it should be. There was no negotiating, just file the forms and pay the true tax due.
