Whoa! -- I think the thought the bank is trying to convey is simple: Paying bills by exchanging checks and receiving mailed statements is inherently less 'secure' than paying via on-line internet banking... which is absolutely true, because most identity fraud is based on low-tech pilfering of physical documents, such as stealing bills from mailboxes, running unauthorized impressions of credit cards, reading social security numbers in the files of your doctor's billing records, etc.
