Only the Purchaser (Treasury) can declare it Void. So this is an incorrect statement:

If "one" part of the contract is void or unenforcable, then the entire contract is void and unenforcable.


You'll need to re-read that section of HERA as it explicitly states the Purchaser is the only one that can deem it void, which Treasury will obviously not do as it would hinder their ability to finish milking their Cash Cows.
