Phase 1 trials for simple molecules in healthy controls cost 1-2 million so the funds should be available. Phase 1 studies that need to be performed in patients with the disease due to their risk (cancer and immunology drugs) generally cost more. A successful phase 1 in healthy control subjects will usually add more value than the cost.

Since they have ODD for FTD from the FDA (granted April 2016!) for the molecule already they could have started this years ago. Although the actual phase 1 is only 1-2 million, going down this path may add another million or more annually to general overhead for manufacturing, regulatory, etc. Knowing that they unable to quickly go to phase 2, Missling may have wanted to avoid the expenses in 2016-2018.
