It s not the fact that you set it at .70 that prevented you from seeing it on L2. Its the fact that whichever market maker your brokerage routed your order through had orders at a price cheaper than .70 to sell. L2 only shows the lowest ask (or highest bid) for each particular MM at the current time. So if your order was routed through NITE you wouldn't see it until NITE didn't have any orders below .70 to sell.

I currently see market maker OTCX sitting at 0.90, so if your order had routed through OTCX then you would have seen your .70 order with OTCX on L2 as it would be that MM's lowest ask.
