In the U.S. Kids have to accompanied by their parents or an adult.
"Law doesn't ban kids in the bar. The only rule regarding minors at bars is that children under age 16 must be accompanied by a parent or guardian."
There is no distinction in state law between types of bars, whether they serve food or not, or what time kids are allowed to be in them.
