I hope you agree that the RSUs will have a basis(or price) calculated on the day that the shares they represent vest as actual shares...that is what that price(called a strike price here} is, and it is calculated on the average of the market open and close prices on the day of vesting. The RSUs become 100s(sometimes 1000s) of shares of stock on day of vesting, with a basis we and the IRS can use.
