[Li] needs blessing of Chinese government.

Assuming that Li is a puppet of the Chinese government, i.e., unable to finalize a partnership agreement without the blessing of the Chinese government, then LQMT (USA) is doomed.

Even so, that doesn't explain why he doesn't finalize the partnership agreement. Li is negotiating with himself. Li could easily rip up any partnership agreement after the trade war is over, either on his own accord or on instructions from the Chinese government, and negotiate another partnership agreement that pleases himself and the Chinese government.

IMO, the lack of a partnership agreement cannot be explained away by the trade war so long as Li is negotiating with himself.
