Not sure where you are getting your info from since it's clearly wrong.

The TPS ie REITS holders were not assigned to Class 18 or guaranteed any payment.

They became Preferred Equity in Sep, 2008 but were classed differently due to their former TPS status.

Secondly they were also never "placed in 19 for 1%", only the Underwriters were.

What anyone expected to receive is irrelevant, all that matters is what exists and at this time that appears to be little to zero.
