Here we go again ... people will interpret this as a delay in order to appropriately present some good news ...

Me ? I think the lazy buzzards didn't start to compile the document until the last minute and then took a long Mother's Day week-end vacation leaving the job to a junior staffer. When he/she said F-it they discovered yesterday (or this morning) that they failed again and missed the deadline
(probably did not even think of the issue until this morning when someone brought it up in a groggy 5 minute monthly meeting).

I HOPE I'm wrong but it looks to me like they have simply gave more evidence to their chronic incompetence.
